813 Consulting, LLC offers a broad range of construction inspection and contractor quality control (REI) services for transportation, utilities, environmental, water/wastewater and building projects. Competent and thorough inspection is one of the most important elements in achieving a quality construction project. Proper inspection requires not only technical expertise and knowledge of the materials and procedures to be used, but also sound judgment, diplomacy and good communication skills. 813 offers a pool of engineers and certified inspectors in the industry, 813 is able to precisely match the right people with the right skill sets to each project requirement. As required on most projects, our team is extremely flexible, providing a quick response to project issues. The 813 REI team is lead by David Archard. David has over thirty-six (36) years of municipal and private infrastructure operations and organizational/capital improvement business experience. Over that time he has developed unmatched relationships within the industry and business partnerships with financial, legal, municipal service and technology industry leaders. He has seven (7) years of municipal public works experience serving two (2) water municipalities as an engineer and as an assistant DPW director/operations manager. His other twenty-nine (29) years of experience, served in the private sector, have been spent successfully solving municipal operational infrastructure asset problems as an operator, engineer and as a service and technology solutions provider. Archard’s municipal experience is invaluable in having been behind his customer’s desk. He was required to develop credible, logical and adequate funding for both operational and capital maintenance programs, stay in regulatory compliance, and deal with everyday management issues.

Wastewater Metering System Replacement
MWRA Sewerage Division embarked on a wastewater metering upgrade project in 2021. The Wastewater metering system primary purpose has been to quantify wastewater flow from each of the 43 MWRA wastewater member communities for use in the formulation of sewer charges. The existing metering system was 12 years old, it was designed with a life expectancy of 7 to 10 years; it was still running reasonably and MWRA’s staff has taken great care to ensure that the accuracy and reliability of meter data was not affected and the metering data was based upon sound engineering and business practices for rate purposes.
The project included planning, design, and Resident Engineering/Inspector (REI) services for the replacement of the wastewater metering system, conduct wastewater flow measurements in unmetered areas and incorporate them in the evaluation of existing community metering methodologies. The project was divided into two phases.
813 Consulting was a subcontractor to RJN Group as part of phase two. 813 provided Resident Engineering and Resident Inspection Services to oversee meter equipment installation and acceptance plus the one‐year warranty period.

Station Audits
813 Consultants worked as a subcontract to SourceOne / Veolia on contracts with the MBTA. 813 provided Auditors and Autocad Drafters for light fixture audits of MBTA stations.
Franklin DPW - Beaver St. Interceptor and Pump Station:
813 Consultants is a subcontractor for Arcadis, providing pump station construction resident inspection services.
MSBA's Survey of All MA Public Schools:
813 Consultants is working as a subcontractor for STV, providing Assessors for their contract with the MSBA. MSBA is surveying all public schools in the Commonwealth of Massachusetts. The Assessors from 813 Consultants will conduct site visits and compile data that will result in a published report that will provide overview of the schools' building conditions and general environment.
